In response to escalating cyber threats from China, the United States, India, and Taiwan held a joint workshop under the Global Cooperation and Training Framework (GCTF). Co-hosted in India, the in-person program aimed to enhance operational expertise and share cybersecurity best practices. Notably, the meeting focused on defending against cyber-attacks linked to China’s People’s Liberation Army. US Ambassador Eric Garcetti emphasised the commitment to collaborate closely with India and Taiwan on cybersecurity. India, viewing cybersecurity as crucial to national security with a large internet user population, highlighted the role of its Defence Cyber Agency (DCyA), which has been operational since 2021. Led by Admiral Mohit Gupta, DCyA has established Cyber Emergency Response Teams in all military branches.
The workshop also highlighted the Naresh Chandra Task Force (NCTF), which proposed the creation of DCyA in 2011. Taiwan, facing challenges in international institutions due to pressure from Beijing, sees GCTF as vital to share its expertise. The United States, a global cyber warfare superpower, underlined its commitment to defending against adaptive adversaries. The US Army Cyber Command, engaged in real-world cyberspace operations, stressed the protection of military networks and critical infrastructure. The collaborative efforts between the US, India, and Taiwan emphasise the importance of international cooperation in addressing shared cybersecurity challenges, creating a united front against evolving cyber threats in the 21st century.
